WHO CAN UPGRADE?
Any referee who has officiated the required number of games, meets the minimum age, has passed the required assessments, attended the upgrade clinic and passed the written exam, and has been a referee at his/her current grade for the minimum time required can upgrade to the next level.
Refer to the Grade Requirements documents for details.
The current US Soccer Referee Grades took effect in 2017:
Recreational Referee - Grade 9
Youth Games Referee - Grade 8
Adult Amateur Games Referee - Grade 7
State Referee II - Grade 6
State Referee I - Grade 5
National Assistant Referee - Grade 4
National Referee - Grade 3
HOW DO I UPGRADE?
Refer to the Grade Requirements documents to determine if you are eligible to upgrade and for details about clinics, written tests, and fitness tests.
Complete a game log listing each game, team names, gender and age of teams, date, and location, whether you were the Referee or Assistant Referee and the assignor's name who assigned you to this game. Sort this list so games as a Referee are separate from games as an Assistant Referee. The Arizona Referee Administration will determine numbers of games required at each level.
Attend the appropriate level referee clinic.
Successfully complete the appropriate level written test.
If required, pass the Fitness Test with the minimum times.
Complete all assessments required for the grade to which you are upgrading. See Assessment to request an assessment. The referee being assessed gives his game fee to the assessor at the time of the assessment.
Your attendance at an upgrade clinic will be considered a request to upgrade, however, if you do not submit proof of the completion of the upgrade requirements for the grade to which you wish to upgrade, your upgrade will not be approved and you will be recertified at the current grade level at the time the class is closed for administrative processing (roughly a week or two after completion of the class). You may still submit proof after that period of time, but if the class has already been processed, you will be assessed a mid-year upgrade fee of $5 for Grade 7 or $15 for Grade 6.

Remember, all upgrades are provisional for 1 year. After this, if all goes well, you will be registered officially at the new grade.
After you submit your documentation of successful completion of all requirements for your upgrade and that documentation is verified by the State Committee for Advancement, your registration at the appropriate grade will be approved and submitted to US Soccer. You should contact the State Registrar if in doubt of the status of your upgrade.
ARIZONA STATE REFEREE ADMINISTRATION UPGRADE POLICY
All applicable requirements for upgrading (including games requirement, fitness test, assessments, training class and written exam) must be completed within 12 months from the date that the first of these requirements is completed. If the training class and written exam is taken as your final step, you should submit all game count paperwork and proof of any other upgrade requirements prior to attending the training class. If the training class and written exam is taken as your first step, you will likely be recertified at your current level at the conclusion of the class and upgraded as soon as proof of completion of all upgrade requirements has been submitted and the mid-year upgrade fee paid. This policy was adopted to bring Arizona into compliance with US Soccer practices.
YOU ARE RESPONSIBLE FOR KEEPING GAME LOGS AND SUBMITTING PROOF OF COMPLETION OF ALL YOUR REQUIREMENTS!!
While there are systems in place to track some of these requirements, it is currently not feasible for ASRA Administration to track ALL requirements for ALL referees. Taking ownership of your refereeing career will not only simplify the upgrade process, it will also exhibit your dedication and professionalism.
