Who can upgrade?
Any referee who has officiated the required number of games, meets the minimum age, and has been a referee at his/her current grade for the minimum time required can upgrade to the next level.

Refer to the current issue of the Referee Administrative Handbook for the requirements for each level.

 
Classes of officials:
Referee (Grade 7 and 8)
State Referee (Grade 5 and 6)
National Referee (Grade 3 and 4)
How to upgrade?
NOTE: Upgrade to National Referee is a different process. Contact Richard Heron when you wish to begin the process.
  • Complete a game log listing each game, team names, gender and age of teams, date, and location, whether you were the Referee or Assistant Referee and the assignor's name who assigned you to this game. Sort this list so games as a Referee are separate from games as an Assistant Referee. Refer to the Referee Administrative Handbook for numbers of games required.
  • Complete the appropriate written test (Entry or State) with the necessary minimum score within the last 12 months. Refer to the Referee Administrative Handbook for minimum score required.  This test is often administered at the Upgrade Clinic.
  • Complete the physical fitness test with the minimum times during the last 12 months for the grade to which you are upgrading. Refer to the Referee Administrative Handbook for minimum times required. This test is sometimes called the Fitness Run and is scheduled several times a year, usually timed near an Upgrade Clinic.
  • Complete the necessary educational requirements. Refer to the Referee Administrative Handbook for detailed requirements.
  • Complete all necessary assessments required for the grade to which you are upgrading. Refer to the Referee Administrative Handbook for details about assessments required. See Assessment to request an assessment. Assessment fees are given to the assessor at the time of the assessment.
Prepare documentation that all requirements have been completed and present your upgrade paperwork at an Upgrade Clinic (preferred sequence of events) or submit to the State Referee Administrator at time of completion.  Candidates completing all paperwork prior to attending an Upgrade Clinic may request waiver of the Upgrade Clinic fees, however, all requirements must be completed and paperwork submitted in order to qualify for the waiver.
What next?
REMEMBER, all upgrades are provisional for 1 year. After this, if all goes well, you will be registered officially at the new grade.

During the Upgrade Clinic, you will be asked to fill out the appropriate paperwork for an upgrade.  That registration paperwork will be forwarded to the State Registrar.  When you submit your upgrade paperwork documenting successful completion of all requirements for your upgrade and that documentation is verified by the State Referee Administrator, your registration at the appropriate grade will be approved and submitted to USSF.  Please feel free to alert the State Registrar when you have completed your requirements and submitted your paperwork so that she can follow-up on approval and registration.

ARIZONA STATE REFEREE ADMINISTRATION UPGRADE POLICY
All requirements for upgrading (games requirement, fitness test, assessment, clinic and test) must be completed within 12 months from the date that the first requirement is completed. The clinic with test is recommended to be the final step. All game count paperwork should be turned in and verified prior to attending the Clinic. Ideally, the upgrade candidate should be able to submit all upgrade paperwork at or near the time of the Clinic. The ASRA will offer up to four upgrade clinics per year to assist in the upgrade process. This policy was adopted to bring Arizona into compliance with USSF practices.
